GOVERNMENT AFFAIRS COMMITTEE

DESCRIPTION

This Committee was formed by the Board of Trustees in August 2013 and the following subcommittees were designated under the umbrella of the Government Affairs Committee:

Legislative Planning Subcommittee:  This subcommittee has been existence for many years.  The Chair of the subcommittee has prepared a detailed description of its activities which are attached.  Inasmuch as the Legislature generally meets every other year, this subcommittee does not meet monthly; however, if in session and several months preceding the beginning of the session, the subcommittee meets at least every first Monday of the month and quite frequently schedules meetings every Monday during the session.  Primary budgetary requirements involve Lunch on the Capitol during Legislative sessions.

Regulatory Affairs Subcommittee:  This subcommittee was formed to keep AWBD informed of the vast information from the Texas Commission on Environment Quality.  The subcommittee does not meet on a regular schedule; however, forwards information to AWBD whenever necessary.

Road and Storm Sewer Maintenance Subcommittee:  This subcommittee was formed by AWBD in 2013 to keep AWBD informed of counties attempting to defer road and storm sewer maintenance costs to municipal utility districts.  Several seminars have been conducted to keep the members informed and as of this date, there has been no further activity.  This subcommittee does not meet on a regular basis and should the occasion arise, it would be prepared to proceed.

Metal Theft Prevention Subcommittee:  This subcommittee was formed in 2013 to assist municipal utility districts experiencing theft of the districts’ facilities.  Although no recent activities have been documented, this subcommittee will be prepared to provide assistance if needed.  This subcommittee does not meet on a regular basis and should the occasion arise, it would be prepared to proceed.

The foregoing information generally defines the Government Affairs Committee.  With exception of the Legislative Planning Subcommittee, not any of the above have a budgeted line item nor have expended funds.

Drainage and Flood Control Subcommittee

  1. Subcommittee Purpose and Scope of Responsibility. It is the purpose and scope of responsibility of the subcommittee to: 1) obtain information relative to drainage and flood control from national, state, regional, local and other appropriate sources which is current and relevant to municipal utility districts, special purpose districts and other similar agencies.  2) review and disseminate pertinent information to AWBD members via appropriate forms of communication.
  2. Subcommittee Organization and Reporting Structure. The Drainage and Flood Control Subcommittee shall be an independent subcommittee of the Government Affairs Committee.  The subcommittee shall report to the president, chairman of the government affairs committee, board of trustees and others in attendance at each monthly board of trustees meeting.
  3. Subcommittee Member Responsibilities. It shall be the responsibility of members of the Drainage and Flood Control subcommittee to actively contribute to and participate in all activities outlined above in the first paragraph of this document titled Subcommittee Purpose and Scope of Responsibility.
  4. Goals and Objectives of the Subcommittee. It is the goal and objective of the Drainage and Flood Control Subcommittee to be the AWBD’s source of information and vehicle for education regarding drainage and flood control issues to the membership.
  5. Subcommittee Meetings. The Drainage and Flood Control Subcommittee will meet on the first Thursday of each month at 9 am at the AWBD headquarters office.  Attendance may be in person or via conference call.  Meetings may be held on different days and times of day as required.
  6. Time Commitment of Drainage Subcommittee Members and Chair. The time commitment of drainage subcommittee members shall be a minimum of one (1) hour per week in researching trends, topics, legislation, taxation and other issues relevant to and potentially effecting the membership.  Additionally, thirty (30) minutes or more to report their findings and participate in a monthly subcommittee meeting.  The time commitment of the subcommittee chair is anticipated to be a minimum equal to that of a subcommittee member plus one (1) or more hours per month of administration, organization and action required to fulfill the tasks agreed upon to fulfill the purpose and scope.
  7. In addition to the overall role stated in the above paragraph three (3) Subcommittee Member Responsibilities The subcommittee members may be requested to perform other tasks in subcommittee form as are required to fulfill short term needs or requirements of the subcommittee.
  8. Subcommittee Member. Membership on the subcommittee shall be open to all AWBD members in good standing.  The size of the subcommittee shall be determined by the current subcommittee chairman.
  9. Subcommittee Chair. The chairman of the subcommittee shall be appointed by the current AWBD President.  The current AWBD – Gulf Coast Trustee shall be a permanent member of the subcommittee.
  10. Staff Support. The subcommittee shall require sufficient assistance from AWBD staff to fulfill the needs of the subcommittee.
  11. Board President. The current president of the board of trustees shall be an automatic and sustaining member of the subcommittee.
